Method: All the health care (not included in PSNet) provided in OBI has been collected and then analysed from January 2013 to June 2016 through an Excel chart powered from the coordination of Mirandola’s Emergency Room.  The results are highlighted through graphics that show the percentage of the diseases treated in OBI and of the observation result and the amount of the hours of work for every years. The aim of the thesis is to highlight, quantitatively and qualitatively, the characteristics of nurses to dedicate to the assistance in OBI. The analysis of data: The results obtained shows the working hours employed has been 15942.28 for 2013, 23971.32 for 2014, 26475.16 for 2015 and 13263.91 for half 2016. Considering that the working hours per year for one nurse are 1454, has shown that are necessary more nurses unit than those set according to accesses per year. About the treated diseases the majority is cardiologic and following other uncoded diseases, gastro-intestinal disease, respiratory diseases, trauma, neurological disease, urological diseases, metabolic diseases and intoxication. The data show that, on completion of the Observation, the majority of patients is sent to the treating physician. The appropriateness in the use of OBI (not beyond 24 hours and not under six hours) is 73.91% in 2013, 53.54% in 2014, 55.07% in 2015 and 65.49% in 2016. Conclusions: the increase of the activity, in relation to the type of diseases treated and the appropriateness in the use of OBI, requires the adoption of appropriate assessment instruments of nursing staff needs dedicated.
